Peking, December 21, 1908. AS regards the question of German rights to further railway construction in Shantung, the position of affairs was recorded in my despatches No. 511 of the 30th October, 1907, No. 115 of the 5th March, 1908, and No. 332 of the 21st July, 1908. The agreement respecting the Kiao-chan--Yichou line was that it should eventually be constructed on terms similar to those of the Tientsin-Pukow contract; while the section of the latter railway between Chiuanfa and Techou was to be considered as taking the place of an extension of the Kiao-chau-Chinan line to the border of Shantung, provided for in the Convention of 1898, and the section from Chinantu southward as taking the place of the Yichou-Chinan extension.

This being the understanding, Germany would probably claim mining rights within 30 of the Tien-tsin-Pukow railway in Shantung.
